The regular monthly meeting of the Town of Kossuth was held in the Town Hall 129 Packer Drive, on Monday, July 10, 2017. Agenda for this meeting was posted on Saturday July 8, 2017 at the Town Hall, Recycling Center and St. Augustine Church. Present: Chair Ralph Schuh, Supervisors Dave Propson, Mark Grapentine, Clerk Jolyn Schuh, and Treasurer Judy Fierst.
Meeting was called to order by Chairman Ralph Schuh. The pledge of Allegiance was said. Motion by Supervisor Propson and second by Supervisor Grapentine to approve the agenda as posted.
Clerk Schuh read the minutes of the June meetings. Motion by Supervisor Propson second by Supervisor Grapentine to approve minutes as read.
Treasurer Judy Fierst reported $222,811.91 in the Money Market, with interest earned $99.21 and $538.71 in the checking account. Recycling Revenues to date are $17,508.11. Motion by Supervisor Propson and second by Supervisor Grapentine to accept Treasurer’s report as presented.
Public Input – Don Backus – speaking for Mike Marek and looking for an update on neighborhood garbage on Cty K. The board did a tour of the area and named 3 places that violate the County junk ordinance. Letters are being sent as a first step in the process. Bruce Klemm reported that the Nature Conservancy was out checking culverts for fish.
Building Permits – Ashenbrener, Ruby Lane New house – Hardrath, Ruby Lane, large addition, inspection required – Baetke, Fetzer Rd, window replacement – Maresh, Diamond Rd, deck replacement, making it bigger so he did get County setbacks and town permits. County Setback permits were provided to Geartz and Ney, but they haven’t gotten a town permits as of this date.
Read Gaedtke – was contacted in regard to the building that Handyman Dave put up without any setback permits or town permits. He was sent a letter several weeks ago telling him to stop building and to get the proper permits.
Driveway Permits – None
Burn Permits – None
Clerk Schuh discussed the possibility of purchasing a refurbished M100 – Election Ballot Counting Machine.
Road Report – Reif Mills Rd is complete with Shouldering, SMI report was received, so TRIP information can be sent in. Work looks good. Misc patching was done on Stone Rd, Poplar Rd, Reif Mills Rd, Reif Mills Lane, Francis Creek Road, and Lorenz Road.
There was a tree down by dry hydrant off of Cnty T in Reif Mills. Chairman Schuh cleaned it up.
First pass of grass cutting is nearly done. One sign was knocked down in the process, but has been fixed.
Bids were received from Holschbach Excavating and Evenson Construction to gravel/grade the north dead end of Thunder Rd. Motion by Supervisor Propson to accept Holschbach’s bid at a lower rate to gravel and grade North Thunder Rd, second by Supervisor Grapentine.
We received only one snowplowing bid by 5pm today. It was received from Holschbach Excavating. It is for a 3 year period. Award will be made at the August Board meeting.
Transfer Station – Need to update fees on the website. Plastic will be hauled this week.
Constables Report – Our constable has taken a job in MN, so we no longer have one. We will have to rely on the County to take care of things. Chairman Schuh did chase cows the other night on Wage Road.
Motion by Supervisor Propson, second by Supervisor Grapentine to approve New Operators License for Amber Hall.
Zoning Commission will need to meet this month. If everyone can make it, it will be July 24th
Previous Chairman, John Hutterer, was presented with a Certificate from the WTA for his 40 years of service.
West Culvert on Reif Mills Rd, backed up during last rain storm. – Parkway Road culvert possible reroute to be looked at. Washed out the bottom of driveway into Holschbach pit.
Claims 238 – 262 were allowed ordered paid.
Motion by Supervisor Propson and seconded by Supervisor Grapentine to adjourn the July meeting.
