The regular monthly meeting of the Town of Kossuth was held in the Town Hall 129 Packer Drive, on Monday, June 5, 2017. Agenda for this meeting was posted on Friday, June 3, 2017 at the Town Hall, Recycling Center and St. Augustine Church. Present: Chair Ralph Schuh, Supervisors Dave Propson, Mark Grapentine, Clerk Jolyn Schuh, and Treasurer Judy Fierst.
Meeting was called to order by Chairman Ralph Schuh. The pledge of Allegiance was said. Motion by Supervisor Propson and second by Supervisor Grapentine to approve the agenda as posted.
Clerk Schuh read the minutes of the May meeting. Correction on the culvert that is blocked on Reif Mills Rd, comes out of Vraney’s field, not Kohlbeck’s. Motion by Supervisor Propson second by Supervisor Grapentine to approve minutes as read.
Treasurer Judy Fierst reported $241,790.87 in the Money Market, with interest earned $108.62 and $538.71 in the checking account. Recycling Revenues to date are $13,816.80. Money from the reassessment fund were put into two CD’s, each for $20,000. First is 24 months at 1.3% and the second for 12 month at 1%. Motion by Supervisor Propson and second by Supervisor Grapentine to accept Treasurer’s report as presented.
Public Input – Mike Marek is concerned about his neighborhood and the accumulation of junk. Two of the places have had fires and the place west of them has quite an accumulation hidden in the overgrown brush.
Building Permits – Dave Remiker, Arabian Way, Shed – Mike Dirkman, replacing Deck – Leon Markvart, Stone Rd, siding – Mannon Marquart, Parkway Rd new house – Vondracheck/Linzmeier, Hillcrest Rd, moving shed – Katz, Shoto Rd, new house (2nd permit).
Ney – East Shore Rd, addition/garage got a setback but no building permit. David Gaert, Poplar Rd, addition/garage got setbacks but no building permit yet.
Driveway Permits – Dale Bogart Field Thunder Rd, Rick Delsman,Field Rockwood Rd, Gary Kortbein working in right-of way extending drain pipe Meier Rd
Burn Permits – 5311 Wagon Wheel Rd, no permit, Chairman Schuh stopped and had them put it out. Supervisor Propson issued burn permits to David Meneau and Vincent Cicha
Motion by Supervisor Propson, second by Supervisor Grapentine to approve liquor license renewals for Mobil 310 Mart, The Palace of Reif Mills, Francis Creek Sportsmens Club, Bonkers, Big Apple Pub & Grill .
Motion by Supervisor Propson, second by Supervisor Grapentine to approve Cigarette License renewals for Mobil 310 Mart and Big Apple Pub & Grill. These are both over the counter sales.
Motion by Supervisor Propson, second by Supervisor Grapentine to approve Operators License Renewals for William Mamerow, Mary Schlautman, John Engstrom, Tamara Engstrom, Travis Engstrom, Anna Behnke-Lodl, Doris Lawrenz, Denise Cronk, Theresa Paral, Richard VanGheem Wade Wagner, Ken Fees, Josephine Merlot, Amanda Casey, Patricia Newberry, David Chang, Suzanne Stoltzman, Annette Lyon, Frank Gosz, Steve Thielbar, James Sanford, Dennis Musil, Robert Mehorczyk Anna Handl
Motion by Supervisor Propson, second by Supervisor Grapentine to approve New Operators License for Amanda Spiering; conditionally approve Joshua Klein upon providing a certificate of completion and postpone Gina Crowe upon receiving a certificate and background check.
Marilyn Theel would like a conditional use permit on the edge of the property at the end of Springwood Lane. This is a natural area. Motion by Supervisor Propson that the town will furnish a letter of support to the county for a single family residence at the end of Springwood Lane, second by Supervisor Grapentine.
Road Report – Gravel roads were all graded. Heavy grading on Edgewood Rd with 8 loads of gravel. Took the banks down on the sides. Dead end of Thunder, 2 culverts replaced, ditching done on the west side, owner said he would cut trees on the east side. Need to add more gravel yet. Peroutka Lane was patched, still have some misc patching to do. Bridge repair quotes are in. Reif Mills Rd culvert replacement was given to Holschbach. He was less than the county. Publication for TRIP program was sent in and is scheduled to be discussed at a June 22nd meeting. Crack filling done on Wage Rd and North Thunder Rd. After Reif Mills Rd is done, we will see how much money we have left for other misc road work.
Snowplowing services agreement – Belinski plows for the Town of Gibson and Denmark, and not everyone is impressed. Ours has been done well in the past. We did receive a bid from Karl’s which was not solicited by the Board. No publication was made, so he will be notified that he can rebid when the bid is published. We will finalize our bid specs and timeline for snowplowing at the June 22nd meeting.
Proposal from Holschbach to provide gravel and grading for North Thunder Rd dead end was only quote received. The gravel he provides us has been good for us in the past. The Board would like to obtain a second proposal for comparison.
The County can do all of the bridge repair for us in one day for an estimate of $4500. Danmar will need some sounding done. SMI will do that. Motion by Supervisor Propson to have County do repair work on bridges and SMI to do sounding on Danmar Bridge, second by Supervisor Grapentine.
Grass cutting will start after June 15th, one cut throughout the Town and then full cut on the east side of the town.
Meier Rd width, Board agrees with the 30 foot width. Randy Hutterer called today asking for an update.
Transfer Station –Motion by Supervisor Propson to increase tire disposal fee $1 for all tires, second by Supervisor Grapentine, to go into effect as of July 1, 2017.
Waste oil was picked up, cardboard empty, plastic empty, cleaned up and graded out ruts around the buildings.
Motion by Supervisor Propson to allow all the transfer station laborers to retain the any funds received for aluminum, second by Supervisor Grapentine. (As a side note, they also use these funds to purchase supplies needed at the transfer stations, such as paper towels, etc )
Chairman Schuh appoints Supervisor Grapentine to the Rockwood Area Water Well Monitoring and appoints Supervisor Propson to the Mishicot Area Ambulance Board.

Claims 214 – 237 were allowed ordered paid.
