The regular monthly meeting of the Town of Kossuth was held in the Town Hall 129 Packer Drive, on Monday, May 1, 2017. Agenda for this meeting was posted on Friday, March 31, 2017 at the Town Hall, Recycling Center and St. Augustine Church. Present: Chair Ralph Schuh, Supervisors Dave Propson, Mark Grapentine, Clerk Jolyn Schuh, and Treasurer Judy Fierst.
Meeting was called to order by Chairman Ralph Schuh. The pledge of Allegiance was said. Motion by Supervisor Propson and second by Supervisor Grapentine to approve the agenda as posted.
Clerk Schuh read the minutes of the April meeting. Motion by Supervisor Propson second by Supervisor Grapentine to approve minutes as read.
Treasurer Judy Fierst reported $247,158.68 in the Money Market, with interest earned $90.88 and $538.71 in the checking account. Recycling Revenues to date are $10,619.43. We found out that the CD that we made a motion on last month to open, was not available to townships. Treasurer Judy Fierst reported that what they have available to us is a 24 month CD at 1.3% and/or a 12 month CD at 1%. We are currently getting .5% on the money market account. Motion by Supervisor Propson to resend motion for the 2 yr CD at 1.59% for $40,0000, second by Supervisor Grapentine. Motion by Supervisor Propson to invest $20,000 at .9 - 1.1% and 2nd CD for $20,000 at 1.2 -1.4% for 24th month term. These dollars are from our re-assessment fund. The remaining dollars will stay in the current re-assessment account. Motion by Supervisor Propson and second by Supervisor Grapentine to accept Treasurer’s report as presented.
Public Input – Question about the well topic from Gregory Schuette. We have an agreement with Carmeuse to monitor wells. The solar panel quit working at Backus, so he was getting a false reading. Spikes are received when blasting occurs. Hwy R on Kortens farm is not working. They have been continually having issues for the last 1.5 years.
Tom Kiel on Old Q asking about dumping of garbage continually, trees that were supposed to be cut on the corner for visibility, but the land owner fought it. Trees are in the right-away and block the view of the stop sign. 1 yr ago a car went off the end there. There is a barbed wire fence across his driveway.
The corner of Shoto Rd and Old Q has lots of junk in the yard, even in the right-of-way. Junk Yard, and unregistered vehicles (13 visible from the road). Insulation also came flying out of the roof of a home. There were several couches/chairs dumped in the ditch this past weekend.
Parking by the Big Apple is hindering visibility. They park to close to the corner, then we have the lawnmowers right on the curb, and parking at Scores, long trucks hanging out into the road.
Does Bruce Hieppas have the correct setbacks? He hasn’t started building, so we don’t know if he’s been to park and planning yet or not.
Building Permits – Al Leist, Polifka Rd, Lean to - Amanda & Chad Leist, Hwy Q, remodel bathroom (paid $5 extra) - Tony Junk, Parkway, Shed – Chad Koepple, Small shed around outside burner, double fee for not getting permit before construction.
Driveway Permits – Jim Froelich, field access on Polifka Rd.
Brian Peterson and Randy Hutterer got burning permits.
Road Report – Bridge Inspection reports were given to the new supervisors. Bridge on Danmar needs the center joint repaired. All bridges require brush removal. We have estimates coming. The weight limit posting on Old Q is already there, and has been for a few years. The discussion over the years in regards to the bridge on Old Q is that it wouldn’t be replaced.
Culverts were checked on Reif Mills Rd on the area we want to work this year. 2 of the culverts are full, Hurda farm and Kohlbeck to Basken. West of Fetzer Rd, rocks are being dumped in the ditch by the utility pole. WPS has been notified of the ground being washed away and the pole being exposed. Lepich rents that field and is probably putting the rocks in the ditch.
Reapplied for local road aid for Reif Mills Rd for Reimbursement. We are eligible because it is over $65,000.
Snow plow agreement is expired now, so we will need to bid that out. The Town furnishes the salt.
We will set up a meeting to view roads; look at what needs are out there.
Grass cutting contract is already signed for the next 2 years. We will do the full cut East of Hwy R this year and West of R next year. We also did some additional brush cutting last year, so if anyone knows of areas that need extra attention, let the board know
Transfer Station – Plastic was hauled last week and another load needs to go this week. Guys are going to clean up the site tomorrow. New planks were put on the glass bins. We also need to talk about tire fees. We charge for the tire size, but then pay by the ton to get rid of them. If we raise prices we probably won’t want to go to high or we’ll just end up picking them up in the ditch for free.
It has been a long standing practice for the workers to get the money for Aluminum cans that are dropped at the recycling center. Some people specifically bring their cans for them. Typically they get $80 – 95 every couple of months. They provide the weight to be used in the Annual Recycling report. It is a benefit that is provided as part of their compensation.
Constables Report – No report
No update on fire on Cty K house. We will need to make contact with the owner.
We will move July 3rd meeting to the July 10th due to the Holiday; Motion by Supervisor Propson 2nd by Supervisor Grapentine.
