The regular monthly meeting of the Town of Kossuth was held in the Town Hall 129 Packer Drive, on Monday, March 5, 2018.  Agenda for this meeting was posted on Saturday March 3, 2018 at the Town Hall, Recycling Center and St. Augustine Church.  Present:  Chair Ralph Schuh, Supervisors, Mark Grapentine, David Propson, Clerk Jolyn Schuh, Treasurer Judy Fierst, and Absent: Constable Groelle,.

Meeting was called to order by Chairman Ralph Schuh.  The pledge of Allegiance was said.  Motion by Supervisor Propson and second by Supervisor Grapentine to approve the agenda as posted.

Clerk Schuh read the minutes of the February meeting.  Motion by Supervisor Propson second by Supervisor Grapentine to approve minutes as read.

Treasurer Judy Fierst reported $375,857.59 in the Money Market, with interest earned $245.91 and $344.71 in the checking account. Recycling Revenues to date $6,528.35.  Motion by Supervisor Propson and second by Supervisor Grapentine to accept Treasurer’s report as presented.

There was no public input.

Building Permits – None

Chairman Schuh will follow up with Burns at 4812 Hwy B who did extensive remodeling and an addition without any permits.

Driveway Permits – None

Burn Permits – Cty Hwy Dept, Holschbach Excavating

Motion by Supervisor Propson to approve operator’s license for James Koch, Lyle Habeck, and Bonnie Hardrath, second by Supervisor Grapentine.

Variance request –Motion by Supervisor Propson to draft a letter of approval for variance request on Hwy Q for side yard and hwy right-of-way, second by Supervisor Grapentine.

Road Report – weight limit signs should be put up later this week.  Calumet county was sent center striping agreement for 2018.  Need to look at roads at the end of the month or beginning of next.  We got our last load of salt last week.  Plows are going out at 3:30am for the storm predicted tonight and all day tomorrow.

Transfer Station – Some people are still paying only $1.50, we just need to remind them it’s $2.00.

Constables Report – There was 1 Dog call, Junk and burning issues on the corner of Cty T and Polika Rd.

Claims 109 – 141 were allowed ordered paid.

Motion by Supervisor Propson and seconded by Supervisor Grapentine to adjourn the March meeting.

 

 

The hearing to establish a record of Shady Lane in the Town of Kossuth was held in the Town Hall 129 Packer Drive, on Wednesday, March 7, 2018.  Agenda for this meeting was posted on January 24, 2018 at the Town Hall, Recycling Center and St. Augustine Church.  Affected property owners were sent a certified mailing on January 23, 2018.  Present:  Chair Ralph Schuh, Supervisors Dave Propson, Supervisor Mark Grapentine, and Clerk Jolyn Schuh.

Meeting was called to order by Chairman Ralph Schuh.  Motion by Supervisor Propson and second by Supervisor Grapentine to approve the agenda as posted.

Attendees:  Jim Steuer, Joe Resch, Greg Muske

The information part of the meeting was opened.

Jim Steuer, spoke for his family, and they do not have an issue with this survey. They lose some road frontage but still have more than 150 ft.

Joe Resch asked if this will be recorded as 2 rod road now.  When the properties were surveyed before this…when purchased, the surveys were based on 4 rod, or 33 ft from centerline.

The information part of the meeting was closed

The hearing portion of the session was Opened.

Proper posting, notice and reasonable accommodations were determined to have been met by the Kossuth Board and in accordance with WI Statutes.

Clerk Schuh read the protocol for the hearing.

Chairman Schuh stated the question to be answered by way of the hearing.

Opposition – None

Favor – Joe Resch in favor, Greg Muske, thanks for work to get this fixed.

Hearing portion is now closed.

Board – No discussion

Motion by Supervisor Propson to record the survey and legal description done by Robley Surveying for Shady lane. To be recorded as 33 ft wide and ½ mile long, 2nd by Supervisor Grapentine.

Motion by Supervisor Propson and seconded by Supervisor Grapentine to adjourn the March 7, 2018 meeting and hearing.
